Since Naoko was a cis-gendered, heterosexual woman living in the relatively conservative country of Japan in the early 1990s when she came up with Haruka's character, she obviously didn't explicitly have the idea of writing a "gender fluid" or "non-binary" character in mind (only for a character who had both masculine and feminine qualities and for whom gender wasn't important)
Fair enough.

I voted for Haruka in both male and female presentations. My main image associated with Haruka her wearing the male Infinity Academy uniform, but I also love how she's drawn in the manga with dresses and sporty shirts with feminine cuts.

I'm not Flora, but I can answer this -- to be honest, while I absolutely love Haruka, she's also probably my least favorite Outer. And I say that as a big fan of all of the Outers.

I can say this in two ways: by pointing out Haruka's flaws and by comparing her against the other Outers.

Haruka strikes me as emotional, impulsive, and someone who thinks really highly of herself despite being quite insecure. I'm not sure how that's possible, so the high self-esteem is likely a self-deception in order to mask the insecurities. I find her to be violent, grandiose, melodramatic, and a bit ridiculous. Keep in mind that like I said, I still love her. I love her raw power, I love her dedication to being herself and living her own truth, I love that she's a motorcycle racer and an athletic runner and I can't say enough good things about her to offset the bad. So please don't come at me, Haruka lovers. I think she's probably more masculine than I am, and I respect that about her.

Against the other Outers...Michiru shares a lot of the same issues as Haruka IMO, but I prefer her ocean powers (the water/the sea is my jam in general). I think Setsuna is overall a cooler, more mature woman and I relate with Hotaru more than I do with Haruka. So in a group of four amazingly awesome characters whom I love dearly, one of them has to be at the bottom -- but that's far from saying "I hate this character."
