These dubs are going to be Netflix Eva levels of wonky aren't they? :|

I think it has to do with the Latin American dub controversy where they were using the old names until Naoko noticed.

the translator had to send a sheet with all the terminology used and they returned her the approved one. Which basically had 90’s attacks names and the Japanese names.

So probably based on that experience, Naomi ask to keep all terminology the same.

I'm assuming this is why the various dubs are using Mamo-chan:
During the first moments after the announcement, euphoria ran through the Spanish Sailor Moon community and very interesting things were said.
The person who has been responsible for the translation and adaptation of the films commented that there would be certain nods to the Spanish dubbing of the 90s but that many other things were imposed or were rejected by Naoko Takeuchi herself, who was also supervising the adaptations to all the languages. We can confirm that she has been more involved than with the rest of Crystal.
