The "A world without Haruka isn't worth saving"
I did spend a lot of effort on her character research. I don't think Michiru was being serious here.
She did love Haruka a lot, even losing her cool when she was captured. But she also put her great good before anything. Like when the two was captured by Mistress 9 and took hostage, she didn't agree with Usagi to handle the Holy Grail. In that flashback episode also showed she was encouraging Haruka to embrace her senshi duty rather than let her stay safe. In Stars she was also very loyal to the princess, willing to die for it when she was taken hostage again.
I mean, she was all about "kill the innocent Hotaru to prevent world destruction" then suddenly went to " let the world burn without Haruka" that would make her a terrible person and hypocrite. Dragging her down to something like Serenity in PGSM. I don't think it's the writer's intention and her character though.
In this scene she did ask about "did the world end" after the attack, so I think she knew that doll was bluffing.
