Look at ep 2. It seems to be the matter of tight schedule. We know that they can draw very beautifully, but at the first release, all they could offer wasn't unbearable. Honestly, if the quality had dropped from episode 10 or 13 instead of episode 2, this series wouldn't have drawn that much hatred.

You forgot that they cut the whole Mamoru's story in Jupiter's chapter.

A lot of people praise Jupiter's episode in Black Moon, but please don't forget it had the h*ntai face at the end, wrong attack footage, and wrong brooch on Usagi's civilian uniform in the whole episode.

Even the line of Sailor Moon's hair is brighter than Usagi's hair. Sakou's style is so delicate. So many intentions and ideas were poured into the design. It's a shame that ChibiUsa's eyes turn out awkward, and Akira discarded the idea of brighter hair for Sailor Moon and Serenity.

Because those textures look unreal for their hair? I can understand why they used textures for brooches and dresses, but not hair.

SMC1 - 2 is not the only anime that has long legged characters. There are in Fruits Basket 2019 too, yet a lot of people love that show.
