I have no idea who these gods are. Perhaps this is just the Moon Kingdom's laws and not actually gods that implemented this? Or do you think there could be actual gods (this was in Act 9: Serenity - Princess or Act 10: Moon)

I think this is what happens to their original timeline which I think where Princess Lady Serenity and Cosmos comes from which is identical and have the same outcome as the final timeline of Stars so the two timelines merge, so basically what happened is that the changes only affected Cosmos...
