You should stop bothering rights holders over nothing. If DVD/Blu-ray rights were free, Viz would have already communicated. It must be believed that the contract between Netflix and Toei must be important to prevent a physical release immediately.
Then you may contact https://twitter.com/VIZMedia they know what to do to to make Sailor Moon Eternal on 2-discs DVD & 2-discs Blu-ray.

You really don’t think Viz would’ve released them by now if they were able to? Netflix clearly has a multi-year exclusivity deal with these films (and Cosmos most likely) which prevents them from being released on physical media. When that exclusivity period ends, it’ll happen.

I have seen some sites selling Sailor Moon Eternal DVDs and Blu-rays made in Malaysia and other parts of the world. All claiming to be “original.” All with stickers on the cover.

I think this Netflix exclusivity deal, or whatever it is, is harming the Sailor Moon brand and, ultimately, TOEI itself.

At this point I doubt TOEI cares.

Given how much companies charge for DVDs and Blu-Rays in Japan versus overseas, it's unlikely Toei is all too concerned with profits made here on discs regardless. Might have actually netted more from giving it to Netflix and leaving it at digital only instead of paying the manufacturing and shipping costs for significantly less-expensive discs than our JP brethren have to pay.

I went to an Asian mall here and the prices of CDs were exorbitant.

It was also interesting to notice that people in Japan still buy CDs. I assume they do?

In case of manga specifically - I understand them completely - compared to digital manga all over the world Japanese digital manga is in most cases scanned on your grandma's scanner, small resolution, pretty terrible quality, in cases of older titles it is usually the first edition and not any of the reprints...
