Remember when Queen Serenity smiles when talking about Serenity's relationship with Endymion? She wasn't just happy because her daughter was happy. No. She was congratulating herself on a job well done. Consider that despite the no moon-earth fraternization rule, Princess Serenity's visits to Earth was an open secret. And no one noticed, intervened or put a stop to it? Riiiight. We even see Endymion on the Moon Kingdom. Also, with all the habitable planets in the vast universe, why have Serenity and co. be reborn on Earth?

Why might Queen Serenity set this up?

Nehellenia.

She knew the Silver Millennium was coming to an end and nothing could stop it. She knew the Queen of the Black Moon was still a threat.

She knew that a Sailor Guardian wielding the power of the Earth and Moon could help defeat her-maybe be the only thing that could. Oh, she didn't know the specifics and-Sailor Mini Moon showed up nine centuries too early-but the end result was always a Sailor Guardian who could wield the Silver and Golden Crystal both.

Why?

Because Nehellenia will be back.

And Sailor Neo Moon is the only one who can stop her.

(Yes, this is flat earth, tinfoil hat level, or is that just what Queen Serenity WANTS you to think?)

If that was the case, why go through all that trouble forbidding contact between the Earth and the Moon to begin with? Why not go the direct route and try to arrange a political marriage between her daughter and Endymion in order to finally formally establish an alliance between the planets as is common place with Royals?

For real though, we don't actually know who forbade contact. It could have been a law she had no power to change.

I feel like the reason things were forbidden could also be that the people of the Moon were god-like and resented by some mortals or even worshipped. After all, the main group is all named after gods.
It could be that the Moon people didn't want to mix their pure and godly blood with humans. (Humans?! YUCK!)

Maybe because the offspring from the union of an Earthman and a Moonwoman would become pink-haired monstrosities who are hated by all!
And you know what? They were right! That's exactly what happened! And then SuperS happened!

The most likely explanation is that either Naoko never wrote down the entire lore because she took it for granted or never even developed it in any meaningful way beyond that.
Silver Millenium is an almost mythological setting, so it makes sense to leave some mysteries, but I would also like to know what had gone on beforehand.

I don't know that it was a conspiracy, but I think that maybe Queen Serenity truly was happy to see Serenity breaking those taboos if it meant finding true love. As far as we know, Queen Serenity never did herself.

I really do love Sailor Moon, but one of it's simultaneous charms and weaknesses is a sort of dream like "just so" story setting that logic can't really be applied to.
