According to Osabu (and Naoko), with Sailor Moon there were frequent meetings to discuss the story where Nakayoshi, Toei, and Bandai all had a lot of input in things like story direction and designs, so Naoko didn't have a lot of creative freedom, and the rushed schedule also made writing the manga a challenge for her. However, also according to Osabu, the Sailor V manga didn't have those *interferences* so Naoko did get her creative freedom there and it's more unfiltered Naoko. Like the Sailor V manga, the PQ Angels manga is light-hearted and very episodic. A lot of fans say they like the anime more because the 'filler' episodes give the characters space to develop, whereas the plot-focused manga is weak in that regard. Some point to that as evidence that Naoko isn't a good writer, but the reality seems to be the opposite: if it were up to Naoko, the Sailor Moon manga would probably have been more episodic and thus had more room for character development. Perhaps what some consider to be Naoko/the manga's biggest weakness (its poor character development) is actually due to all that creative interference from Toei, Bandai, and Nakayoshi!

I'm just talking about common knowledge stuff. We know Naoko wanted Ami to be a cyborg, but Osabu said no. She wanted to end the DK arc with everyone dying. Osabu said no. She wanted Usagi to have white hair. Nakayoshi told her yellow would pop more. She wanted the Starlights to have short hair, Bandai told her short haired dolls didn't sell well. The anime was struggling at first so Bandai? Toei? Someone told her she had to come up with something they could make into a successful toy, prompting the Moon Stick. I'm just talking about stuff like that. There may have been more executive meddling that we're not aware of; who knows. But we know from the ROLa magazine interview, for instance, that Naoko felt very rushed while working on the manga, that she did butt heads with the old men executives at Nakayoshi, and that the Sailor V manga is more an example of pure, unadulterated Naoko because she wasn't under the same constraints/pressures as she was with the Sailor Moon manga.

Sometimes executive meddling is for the better. I prefer the changes her editor and other execs "suggested" to Naoko's corresponding ideas, to be honest. Even when it comes to wanting the Sailors to die as she wouldn't have revived them the way the anime did to make it bittersweet; she was planning to permanently off them and end the whole manga that way.

I always thought this! Because what little characterization we see when Naoko does characterize the girls is always top-notch, it’s not that her characterization itself is weak, just that Naoko likely didn’t have time or room to showcase it due to corporate demands.

Judging by the manga’s grim tone and outright horrifying elements, and the way she kept insisting on ending it on a downer note, I wonder if Naoko originally wanted to make Sailor Moon a horror Mahou Shojo.

I suspect if at least Igarashi followed Ikuhara and Takeuchi's original plans for Stars and Takeuchi did not scrap her original plans for Stars, she might have still been creating manga right now.
