Episode 103: Also, the goldfish scooping booth was originally a shooting gallery. We were supposed to see Chibiusa throughout the festival, disguised in a yukata and rabbit mask, causing trouble for Usagi. We'd see Luna-P in a booth selling masks. Later, Luna-P would turn into a firecracker to distract the daimon, then Chibiusa would appear, removing her mask and yukata to reveal Sailor Chibi Moon.
Those gags really scream Ikuhara. Especially the Luna-P in a booth.
Episode 166: During the ending scene, Chibiusa was supposed to stay stubborn until Pegasus finally flew away. Then she was to run after him, shouting his name. VesVes, watching this happen and feeling sympathy, then created a magical bridge to the sky for Chibiusa to run up, giving her the chance to tell Pegasus her true feelings.
The final version of 166's ending isn't bad, but this would have been great. It's clear why they had Sailor Moon running up a long staircase now, it would have been in parallel to this!
Episode 198: Usagi's dream at the beginning was originally meant to be a flashback to when Chibiusa returned to the future back in episode 173.
That explains why she's in Usagi's dream at least. It was nice to see her one last time either way.
When Uranus and Neptune die, they were supposed to have dialog making it clear that Pluto and Saturn understood what they were doing, showing the unique bond the four had.
It was pretty clear in the final version, imo. They're obviously upset for real up until Uranus and Neptune attack them and they make eye contact with each other. Only then do they talk about fighting back before just standing there with their eyes closed. I still wish they somehow managed to illustrate their bond some other way though.
I can't really tell much, but I've heard that Sailor Heavy Metal Papillon even had some settei / character design sheets done at one point. (I edited this message because I don’t want my source to get trouble for this).
That doesn't sound too surprising considering she's in the scripts from episodes 174 to 182. Her cut was probably (relatively) late in development. There might even be settei for Sailor Cosmos somewhere out there.
