Chaos cannot be defeated in either the manga or the anime.

In the manga, Sailor Moon temporarily neutralizes him but he will return in the future (Sailor Chaos).

In the anime, whether with the strength of Sailor Moon and Galaxia, he hasn't been defeated so far, he's returned to where he belongs (on his planet) and so free will is in place.
Yes it can be in the manga, Sailor Moon chose not to do

I don't hate that idea; it's just that the manga doesn't do anything to address the questions that raises (e.g. are there or aren't there Sailors Sun and Nemesis, and if not, why? Are there Sailors from the Tau Star System? etc)

At what chapter was the manga/Naoko with her story when the anime ended? Did she decide to go a different route and into outer space after she saw the anime finale? I really expected in the anime Sailor Moon to leave Earth for the grand finale and was disappointed that they stayed at the TV Ginga building.

The throne where Galaxia is located is located in a space-time. From here she has a view of the whole universe.
Even if it's not at all like in the manga, it maybe a wink (light).
Because in the anime, when you look at the light of hope, I have the impression that it is she who gives life in the galaxy.
When Sailor Galaxia releases her Star Seed, a field of flowers appears, Galaxia knows exactly where to send her Star Seed (to Sailor Moon, precisely).

It can be defeated at the cost of ending existence and the entire universe...
Just like the "everyone has a star they must keep shining brightly" concept introduced in the Dream arc, this idea you mentioned is also present in philisophies/religions: there's no good without evil. Naoko is a really spiritual person, and it really shows in the manga.
