"“Yume yume utagau koto nakare yume miru kodomo no yume no yume."

"Dream, dream, don't doubt it. A dream of dreaming children's dreams."

“Never ever forget to remember. A child’s dream is a dream of dreams.”"

What do you think Ikuhara was trying to convey with this madness mantra(tm)?

Madness Mantra - TV Tropes

I'll give my theory after some others have but I only have an undeveloped notion.

I think it means something like never forget your childhood dreams, or don't be scared to dream like a child. That would tie in with the season's theme of youth versus growing up.

When I think about Ikuhara...

I think about "staying in one's coffin" -- staying "in the box" -- being stuck in the world (the dream?) that you have crafted for yourself.

Denying anything and everything outside of yourself, or outside of your experiences.

I think that by examining his other work, the meaning of this phrase might become more clear. Fun fact: the phrase was slightly altered a few times in the Sera Myu shows, they threw in the "dream of darkness" and "dream of the forest" as well, but those were probably to just tie into the themes of the show better while reflecting the SuperS roots.
