It's not illegal if they don't know about it. I've seen people do it for other franchises with no problem.
:lol: Using someone's legal property without permission is illegal. Doesn't matter if they know or not.

Also, isn't the point of Vtubing to have viewers? Eventually, Toei would find out. Maybe you could get by with a generic Sailor Moon-ish knockoff avatar but good luck using anything from the series.

It doesn't have to be illegal. Naoko rubber-stamps licenses for pretty much anything and everything, so there is no reason why there can't be an official Sailor Moon VTuber. The offer would need to be made by some big-name company, of course, not by some random YouTube person.

On the other hand, out of all hundreds of VTubers out there, I don't remember seeing any originating from previously existing franchise, or assuming personality of some established character. Even though it sounds like a lot of easy money with minimal investments. Not sure why.

TOEI made Uta from One Piece Film Red a Vtuber for a while to help promote the film.

Also the new anime about Vtubers uses real vtuber models in show from what I understand, not sure if they have any real streams outside of it.

Ignorance is no excuse for breaking a law. It's still illegal if Toei isn't aware of it.
Silly nonsensical rules are meant to be broken. Grow up and live a little. If the VTuber is not making money off of it then it's fine.

I think I've seen some that stream as their own MMO characters, like a Final Fantasy XIV avatar. But that's about it.

If something like that gets to happen , i am afraid that some people would get to call the V tuber , a cheap copy of sailor moon , just like this one.
