Oh, and to the person asking about the music playing when Mamoru dies in episode 46? It's on the BSSM musical collection. It's part of track 4 Hoshizora ha Mysterious. This cue plays many times throughout the series.
I was talking about after that shot of the rose shedding it petals and when Sailor Moon cries prior to the Eyecatch. Not during his pled to her to hurry home as he died.

Oh, sorry. I'm not sure about that one's orgins, but I do feel like it was used a couple times in classic.

Anyone know what the song is used at the beginning of episode of 140? The episode about the fashion designer? It's a very 90s sounding, techno-ish song, that sounds like something La Bouche might have recorded.

Okay seeing there's some real interest brewing and a lot of discussion I'll have to make a long post so please, patients is required!

First I'll answer matt0044's question in a basic way, I'm bound to be corrected anyways. So… library music is a collection of pieces by a studio {Atmosphere, KPM, Chappell etc} who like an agent keeps performers in it's portfolio, {now Universal, Warner Chappell and EMI have these studio recordings under their belts} the performers produce music and receive royalties for sales of the pieces with the agent studio getting a cut for middle man negotiations. Production offices at television studios look up library albums from these agent studios noting what programmes they're going to make and the music required. When the TV production team decide on what music they like to use after browsing a music studio's library music a contract for a licence is negotiated. In a way this is what the music studio decides how much it costs for the music and how they will allow the music to be used by the TV studio. Many contract a onetime broadcast only agreement which is cheap. It's no wonder a Japanese animation studio wasn't able to negotiate recording releases with the original provides half a world away! Many just purchase albums with a broadcasting agreement; I hate the BBC for this because that's what they do with Top Gear. They purchase top line records {being popular they're expensive} which is why no DVD or broadcast outside the UK gets the original music used. Gags have been ruined for that and instead they have library music in place for all subsequent releases. That's why a lot of library music isn't released by TV production offices because the music studios feel it's their property and they won't allow direct profit to be made of others selling their wares when it's their job {I suspect anyways}. That's what brings us here desperately trying to find Bishoujo Senshi Sailor Moon Library Pieces, The Lost Music!!! Like a holy grail GAH!

So here's an Example: channel 4 knowing they were making father ted wanted some Elvis type music for series 1 ep 4 and they looked up koka classical found Jingles For Ever album, Big bass line worked so they brought a license for tv broadcasts and recorded programme sales {video tape dvd etc} it's on universals site too.

Now I've been looking up this music for some time and there's a few that I have found which aren't mentioned here all on the universal production music website, Unippm:

First is:
Album: Atmosphere 5 Movie it
Track title: Elite
Author/Composer: Tom Blades
Uses there of: Blue Crisis Love Segment
Episode: 114
Notes: used for the TV advert scene or was it radio? Can't remember but it's a superb piece and a favourite!

Album: Atmosphere 47 Youth Culture
Track title: Turn it up
Author/Composer: Steve Everitt
Uses there of: Introduction to Yoshiku Usui's Fashion Show
Episode: 140
Notes: features at the start of the episode

Album: Atmosphere 12 Rhythm and Elegance
Track title: Passion
Author/Composer: Andrew Blythe and Marten Joustra
Uses there of: Yoshiku Usui's latest's fashions the main show
Episode: 140
Notes: features before the add break bridge, these composers feature a lot in sailor moon music library pieces, perhaps a clue to the original albums Toei licensed for?

Album: Atmosphere 50 Up Front
Track title: Stand up
Author/Composer: Andrew Blythe and Marten Joustra
Uses there of: Yoshiku Usui's Fashion Show carries on
Episode: 140
Notes: starts straight after ad break

Album: Atmosphere 39 Classical Edits 3
Track title: Toccata & Fugue In D Minor - Organ
Author/Composer: Johann Sebastian Bach
Uses there of: Eudial Plays Organ
Episode: 110
Notes: Heavily edited for dramatic scenes cutting to climatic parts of the music when appropriate. This is the original full piece

Album: Atmosphere 27 Sports
Track title: Endurance
Author/Composer: Murray Munro
Uses there of: Three Lights Dance Practice
Episode: 176
Notes: Don't know who does the counting in the studio edits of this track {would love to know!} this piece is a personal favourite of mine for being so lively and it's great in its full no talk over glory

Album: Atmosphere 40 News Media 2
Track title: Headline
Author/Composer: Murray Munro
Uses there of: TV Report
Episode: 169
Notes: very hard to find obscure pieces like this and I'm not sure if it's wanted… but it counts! So here it is. I see Murray Munro features quite a bit as well.

Posted some of these suggestions to Frozen Dragon Flames Youtube channel, bit slow on the up take. I am soooooo happy to grant you your wish usachan25 there's your fashion parade! I only wish I could grant more. Alas that's all I've found, sadly. I really want pieces like N.T.'s Mysterious Song, Queen Serenity's Death, Usagi's sorrow etc. alas bringing up track 14 Pathetique / FC-E3 : Piano Stream - Robert Buchholz reminds me of the original music having moonlight densetsu on a synth playing over something similar. That makes me think it's a Toei recording on top of library music, if they got away with releasing the edited Pinchi...Soshite Ketsui on the memorial album which we know now to be Summit of Power why couldn't they release The Sorrow of Tuxedo Kamen 2? weird that one.

So if there's a chance of getting some of those pieces missing in history {it's as difficult as finding lost 1960's bbc programes} all the fans have to unite with a petition or something to Toei. They know which library album's they used and that is the key. So far Atmosphere and Chappell have been identified for cues but if Rosen and Jan Pulsford is right then the real cues are possibly under different album names and there still maybe stuff not even in the online libraries! {btw Jan Pulsford writes terrific music, first found Light is Knowledge in an 80's doco Jaguar xj40 - the legend, it dragged me into this caper along with the Sailor Moon stuff love you! also a chocolate meddle for the Swedish fellow!} Really if all these pieces came out on a compilation album I WOULD BUY IT! Some of the most significant moments of that programme erupted with those pieces. Over the years people have scoured, searched and made their own arrangements to try and fill the gaps. It's been twenty years already are we going to sit and wait another two decades for something to arise? Honestly now more than ever, when a special anniversary anime is in the works, this would be the best time to get all the lost library music together and released to the new emerging fans and of course us who were there at the start. Who's with me…

……yeah I get carried away ;P oh almost forgot…

Album: Atmosphere 15 Christmas, Kids & Comedy
Track title: Xmas Cracker
Author/Composer: Andrew Blythe and Marten Joustra
Uses there of: Holiday Music in Juban
Episode: 78
Notes: features in background like store music. Call all this an early Christmas present to all sailor moon fans!

Hope I’m not being a kill joy but can we try to stay on subject and continue figuring out Sailor moon soundtracks before we unearth the world of television? Fun though it would be but priorities are to find the missing stuff first.
But to be helpful many Spongebob soundtracks come from the same libraries as Ren and Stimpy both have been produced in Hollywood so you should check out the Ren and Stimpy production volumes 1 and 2 first. You may get lucky finding Spongebob related material.
Alternatively some Ren and Stimpy production music that hasn’t been officially released {I hear a volume three’s coming but... I’m still waiting} can be found on this album
Hollywood Saga

Now my computer’s died for a month as I live nearby only apes that can’t solve problems they cause with their own upgrades and it’s cost me a packet. So I brought a new laptop instead. When things calm down I might get back to trawling sites for musics. So like Mrgrill247 say's we must find these gems! I’m beginning to suspect If any other tracks are to be sought they’d be local libraries; anyone read and write in Japanese? :?

Good one, I forgot about that one. I usually go on sailormusic.net's archive for reference. Recently the rattleman cues we're whipped. Don’t know why that cue from ep 45 may have been amongst them. But I think that would be regarded as a music "sting" considering its one instrument. Also there's similar stings used in ep 43 where the gang argue after the jewellery store is invaded and the bouts of argument turn into mutiny. Sorry my new computer can't capture music at the moment so i'm having trouble uploading anything. I’m working on it ;)

A recap for you PrincessSerenity18

So yes you've brought up another good example of music not released although it would've been produced exclusively for Toei by themselves or in connection with TV Asahi {Asahi is a guess}. I don't understand therefore why it hasn't been released. The Sailor V announcement I think is in the memorial collection under SE-shuu Akai Bara, Hoka part 15. Actually looking through that you can have some sparkly soundeffects but not a plot related piece of music? If only someone from Toei could explain things. I tried emailing them before through their website inquiry email. Although the site has an English version I suspect they don't translate emails. *sighs*
