I absolutely cannot understand why Nemesis does not have a Senshi of its own since its has always existed in the SM universe for as long as the other planets in the solar system. Although it has a negative reputation as a somewhat hostile planet since the Black Moon arc, it is afterall still a planet in the same solar system and it and its inhabitants still deserve as much protection as the other planets in the solar system from external threats and common enemies that invade the solar system. Maybe this fact is somewhat overlooked by the author but isn't it stated that every planet should have a Senshi ? This smells of inequality and unfairness. Especially now that the conflict with Nemesis is over after the second main arc, the planet and its residents should be able to rejoin the community and be considered an ally, and its own guardian Sailor Nemesis can be seeked out and awakened if she is still unknown so far, or perhaps even created. This issue has much potential to be explored in future, most likely in a sera myu original story, if the producers are aware of this aspect of the story.

Since Nemesis is a planet largely made of black crystal, the real Sailor Nemesis can wield powerful dark energy as a weapon and also be highly resistant to dark energy attacks from opponents. Her civilian form could be that of perhaps an outcast goth or emo girl from a poor family unlike the other Senshi, and who is initially reluctant or even hostile to the other Senshi, until her true destiny is revealed and she saves them at a critical moment. She may not be part of the usual Senshi formation, but can still join them occasionally. All these can be explored in future musicals and stage plays.

Given how much he seems to care about it, I've always headcannoned Saphir as being the possessor of Nemesis's Sailor Crystal. (Why should Mamoru be the only male guardian in the Solar System?)

Well honestly I always wondered why there was never a Senshi for the Sun. The Sun is one of the most major celestial bodies in our Solar System so it should have gotten a Senshi. Some of the best candidates for a Solar Senshi in my mind would be Hina Kusaka from PGSM whom you can see on my avatar as Sailor Sun and Helios. Maybe Hina could be the Sailor Sun of this time and Helios could be her past life younger brother and the Sun Knight of Crystal Tokyo as the lover and protector of Sailor Chibi Moon.

However I do agree that Nemesis needs a Senshi also. In mine and my brother's fanfic my brother made one.

Tuxedo Unmasked has a pretty good article that argues that Mamoru is the de facto Sailor Sun, Maria, if you haven't already read it.

Well you can also see my comment where I disputed this. Again Senshi can only be guardians of one celestial object at a time and there can't be two or more Senshi of the same celestial object. Tuxedo Mask is Earth's Senshi only. Does he have solar attributes maybe but he is not Sailor Sun.

^In the anime. In the manga, there's no indication as to what they're the Sailor Scouts of. Kakyuu simply introduces them as the three guardian soldiers of their kingdom and the Kinmoku star system. They could be the Sailor Scouts of moons in that system, of planets, of stars, of asteroids... Nobody knows.

Of course I know you personally think that Sailor Kakyuu for instance was not Senshi of their planet and that their planet was not Kinmoku but rather their star. I of course disagree as for one their planet in the 90s anime and the manga was described as covered in Osmanthus Blossoms which the name Kinmoku comes from which Sailor Kakyuu's outfit is themed around. Also in the Kodansha translation it is described as a planet as it is in the various Sera Myu stuff out there all though that is just my opinion you are free to have your own.

Where in the manga does it say Kinmoku is covered in osmanthus blossoms? I don't remember that and I didn't see any mention of that when I flipped through the manga just now.

The obvious answer as to why Nemesis doesn't have a Guardian is because Naoko Takeuchi clearly was not planning to have a Sailor Guardian for every celestial body until much, much later. It's one of the reasons why I absolutely can't stand that development, and it's clear those in charge of the anime had no idea of this plan as they also created extra-terrestrial threats that didn't have Sailor Guardians.

It seems that for whatever reason, Takeuchi doesn't want to explore this gold mine of a plot. Part of it might be due to the fact that by placing a Sailor Nemesis so "early" in the story, then it tips the viewers and the characters off that there are other Sailor Guardians out there, whereas this is supposed to a surprise-ish until Stars. The other issue is while introducing a new Guardian would at least lay the groundwork for "Guardians! Guardians everywhere!" it also creates the central plot problem -- if there were a Sailor Nemesis, why didn't she either stop Wiseman or help him? Also, if there is a future Sailor Nemesis, where is her present counterpart?

Since Nemesis is a planet largely made of black crystal, the real Sailor Nemesis can wield powerful dark energy as a weapon and also be highly resistant to dark energy attacks from opponents. It's not a bad idea...but it is derivative, a fusion of all the Outers into one, with the exception of coming from a poor family. The "hostile ally" aspect is already covered heavily with Neptune and Uranus, and to a lesser extent Sailor Saturn. Sailor Saturn also has the destruction/dark energy-based powers, with Sailor Pluto covering the anything missed. Heck the "reluctant warrior" part is even explored in PGSM though both Mercury and Mars, as Mercury didn't initially want to be a soldier and Mars didn't want to work with the girls at first.

While there is definitely room in Sailor Moon for a character of this type, I'm not sure if just being a reluctant ally is enough.

Personally, I have a twisted idea for a rewrite. Instead of Wiseman brainwashing Chibi-Usa into becoming Black Lady, that he brainwashes her into becoming Sailor Nemesis.

However, she would not be the true Sailor Nemesis. Instead, I'd rather that honor go to a member of the actual Black Moon Clan, be it an original character or an existing one (Esmeraude, any of the sisters, or even a male member as hinted earlier in this thread...that latter idea would have the advantage of establishing earlier that men can become equivalents of Sailor Guardians, but not the real deal). Maybe Sailor Nemesis explicitly gets killed and that is why Wiseman/Death Phantom has all these powers....he killed and stole the crystal of a Guardian.

If Nemesis had a Guardian, the Malefic Black Crystal would have corrupted her (or him). You probably have an idea what Chaos-powered Senshi would be like after what happened to Sailor Galaxia.

I think it was stated to be covered in Osmanthus Blossoms in the 90s anime which is why the Kakyuu smelled like Sweet Osmanthus.

Actually Naoko Takeuchi always intended all celestial objects to have a Sailor Senshi. Just because she didn't include a Sailor Nemesis dosen't mean that one did not exist. Plus Naoko did intend as the series went forth to make more Sailor Senshi. Which is why in R for instance Sailor Pluto was introduced which opened the door for more Sailor Senshi besides the core 5 and Tuxedo Mask being Earth's Senshi.
