It was a little extreme from me to say Toei doesn't take into account Latin America, but it's true they don't consider Latin America as a really profitable market. It's mentioned in this interview (spanish) with someone who worked in Toei:

I think adding the little easter eggs are neat in moderation so I like it!
It’s nice that there seems to be added scenes in the movie that devote a little from the manga. The director this time around seems to be an actual fan of the series with all the little references here and there which makes me feel that this time the movie was more a labor of love compared to the rather one the nose adaptation of Eternal. I feel like Chiaki Kon was on autopilot for most of it.

From that tik tok clip, I love how they seem to have elongated moon’s body proportion comparing to the design sketch by Tadano. It makes her look more mature and fashion-esque, having the more trendy moe face and lighter colour schemes combined with the super model aesthetics of the original material, which is how I wanted to reboot to look like from the start.

I was kinda concerned after seeing the series of trailers that the new director would be a Sakai pt. 2 and struggle with the more comedic scenes of the manga.. And NOPE! They’re even better than Eternal. The ultra bold lines makes certain scenes look like the manga come to life.

Sailor Lead Crow’s official art.. um. It looks like an amateur fan art. Aluminium Siren and Heavy Metal Papillion aren’t much better. The others look varying shades of acceptable, though.
I’m certain they’ll look better in the movies as has been the case with most the official character/promotional art for these movies.

Heavy Metal Papillon’s hair is giving me this.
Tadano’s design are really a little bland, poor Lead Clow is really the worst and even the Star Gardeners are not sooo good. It’s a little bit sad that design basis is meh but luckily animators seems to be able to do good jobs with them so it’s okay.
Siren, Lead Crow, and Nyanko look dreadful.
On the bright side, everyone else looks amazing! I especially love Papillion's design.

As for the Animamates, meh. Heavy Metal Papillon only appears in six....SIX panels.... 6. I don't think she will last more than 2 or 3 minutes in the movie, even with added or fleshed out scenes.
