Sailor V question

Hey guys I have a question about Codename Sailor V I was looking at the all characters or atleast all civilian characters plus Sailor V and Phantom Ace from the manga and I recognize all of the characters with the exception of one. For those in the know who is the guy at the bottom of the screen essentially at the bottom with who I believe is Wakagi Toshio looking at something through binoculars? Does anyone know?

Also in this all characters pic I think it is rather terrible that we only got colored pics of the civilian characters but we never got to have colored pics of the villains in Codename Sailor V well besides Phantom Ace/Danburite that is. I think the only Sailor V villain we got to see a colored picture of was Pandora and that is pretty much it.

Wakagi is the bigger guy with white hair in the blue shirt who's pointing.

The smaller white-haired guy underneath him, and the purple-haired guy with the binoculars, are his fellow officers who first appear in chapter 5. As far as I know, they were never named.

Thanks for the clarification MementoNepenthe. To be honest I thought the dude underneath Wakagi with the white hair and green eyes was Wakagi himself as he looks virtually indistinguishable from him and his outfit has a similar color scheme. Then again we all know that Naoko likes to use similar looks for quite a few of her characters.
