You should consider that Takeuchi didn't know at that point whether Sailor Stars was gonna be a success. Once BanDai and Toei saw toys didn't sell well Naoko had to change a lot of things on the go and prepare THE big finale.
Stars was advertised as the final story arc from the beginning, so I don't think how successful it was would have mattered in terms of how Naoko developed the story.

The manga might have been inferior to the anime had the Materials Collection plot had been the one used by Naoko, the Preproduction plot of the Anime and Manga complemented each other.

The only thing I know is this particular saga was announced as a gaiden in Nakayoshi. I don't know if it was considered to be the finale from the beginning. If that's the case more reason to think Naoko cannot even write the end of a story. :wow:

What's the point of improvising if her only task was to tie up loose ends? And on top of that she closed the story leaving lots of them unresolved.

Or she got upset about the changes made by Igarashi from the preproduction plot and changed the story.

I think Naoko tried to make the manga plot better after seeing the changes in the preproduction plot aside from being upset, it is quite good that she decided to change the plot midway despite some inconsistencies.

There was a shadowy figure of Cosmos either in Episode 199 or 200, so she end up on the show but with a very small, minor role in the anime. Making Chibi Chibi somehow connected with Sailor Cosmos I felt originally. Even though she was Galaxia's star seed as shown.

Sailor Stars was the best for me I feel wrapping things up in the anime but still wished for more though being such a major fan.

The Neherenia Arc and Super S were planned to be separate from the beginning, even Ikuhara implied that in the interviews, the issue is that Igarashi changed Sato and Takeuchi's plans for Stars, he scrapped the preproduction plot and the Eternal Senshi outfits.
We got part of what was scrapped in Neherenia Arc by Igarashi in Eternal but not everything.:rofl:

Stars did feel like a finale to manga sailor moon. Especially to the final chapters because it felt like they were trying to use characters as many characters they possible can.

Yeah, it makes no sense why they gave her this. The only one that has such thing from time to time in the manga is Minako. And Rei didn't have it in the 90s either. Where did it come from...
She had it once or so for a gag in the 90's. Two of her bangs curl when she appears flirty though they are way smaller than they are in eternal.

There's also an episode where she wears a red crop top in the 90's and she has a seperate bang.

Several of her images have that one strip of hair that is always separate though but once again they doesn't curl as strong like it does in Eternal.

Most likely it was a creative quirk by Tadano, since Mars is one of her favorite characters.
