Back in late 2016, Canal J announced Crystal Season 3 and even slated the premiere for a certain date.
That means they actually acquired it. You don't announce new content in your programming before you actually but it, right?
They, they just told the folks at Sailor Moon Galaxy that they postponed the season "because of bad ratings of the previous episodes".
I never believed this explanation, honestly. If they were aware of bad ratings from the start, they would not be getting new episodes because that costs money.
And even if the ratings aren't good, not airing the new episodes they acquired is nothing less than financial loss.
Do you guys think they chose to cancel the season because they thought they would have trouble with the Uranus and Neptune situation?
Remember France made Haruka a "cover boyfriend" for Michiru and had her actually sound feminine in senshi clothing, back in the classic anime dub. And that even being the progressive country it is, Steven Universe and its LGBT themes are censored for broadcast in France.

If what you say about Steven Universe, etc. is true, then it's possible that Uranus and Neptune were a cause for concern for this company...however, do people really watch anime on television nowadays? Isn't it mostly streamed and then released on home media?

That may apply to the US and parts of Latin America, but anime is still huge on European and Asian television. Sailor Moon Crystal performed really well in Italy, so did Dragon Ball Super in Portugal.

This is the first french ver. of "Stronger than You". They tried to portray Ruby and Sapphire's love as "friendship" ("amitié") in the lyrics, something that even some dubs airing in less developed countries didn't do. However, the fans complained and they switched it back to "love" (amour) by redubbing the song.

Thats interesting, i thought France is one of most tolerant countries in Europe, for them to have problem with lesbians in TV shows...

They are still tolerant, but this children's TV situation is still there.

The gay marriage in France was allow only since 4 years ago. And to get it, it was the pain in ass, because many strikes against it, specially with Brigitte Bardot.

So it could be about this fact indeed. As you said, Haruka was a boy in civilian form and transform into a girl as a senshi. Today, it's impossible for them to do it since Internet exists.

But I think the true reason is Sailor Moon Crystal is not that watched well in France. It's not like the 90's when kids can't get internet to watch internet. You needed to watch Sailor Moon on TV.

Considering the fact they cut stuff for the tv broadcast - the whole scene with Metalia torturing Usagi with people's scrams, the nightmare in episode 9 which was already censured also got cut, so I believe they decided that Season 3 is too much - nudity in the op, wole haruka and michiru ending, Haruka kissing Usagi. We are talking abouta channneltargeting very young kids.

France is kind of like the United States?

I believe the American market gradually understood that "Sailor Moon" is for more mature audiences and that is why the show doesn't get picked up by a public channel."Sailor Moon," as of right now, is "rated PG-13 for action and violence, brief language/alcohol use and some sensuality/nudity."

I can believe this was a reason for not airing the third season because I recall that in Portugal, they censored Haruka and Usagi's kiss scene and the scenes about Haruka's gender. If they already have the rights, they should at least release the third season on DVD or stream it somewhere if they can't air it on TV for censorship reasons.

Actually because of the Club Dorothée(one of greatest kid show ever the around 36 hour by week of airing) the situation of japanase anime is very difficult in France.
the club dorothé audience was kids between 6 and 12 and the show have aired titles like City Hunter and Hokuto no Ken.
because of that, it was the target of many parent association and nearly banned japanime in the main TV channel after the end of the show (It was ending because it was to big, the show had guest like Jerry Lee Lewis and Chuck Berry and Direct with the station Mir in space)
since the end of club dorothée main TV channel only aired Digimon, Pokemon(censored by the US version), Doremi and Detective conan(heavyly censored too)
And mature anime on TV in france don't really work for 2 reason:
1.Free TV channel nearly nearly never show japananime because of the Club Dorothé reputation(the only exemple I know from the 5 last years are Attack on Titan, One Piece and Saint seiya Omega and Only One Piece and Saint seiya Omega made good rating)
2French people like Book more than TV show, while we are the second country to read manga, we don't really watch anime except if they are free or very cheap(a complete serie for 20€), it's because we grow with Club Dorothée were we had a massive amount of japanime for free

And, yeah, france is not ready for homosexuality in kid show(but very present in teenage show), actually, due to the censorship in kid show now, even heterosexuality is not well see is the characters make more than sharing a kiss.

The only channel who still make mature TV serie for kids is France 3 (they aired Oban star racers, Wakfu and made in 2015 "Les grande grandes vacances" a show about kid living during the World war 2

As you said, Haruka was a boy in civilian form and transform into a girl as a senshi. Today, it's impossible for them to do it since Internet exists.
Actually, As sailormoon Crystal version of Civilian Haruka have big physical difference from her Senshi form(eyes smaller, neck larger, face more long) and change her voice, the Directing of Sailormoon Crystal implie that Haruka is a boy in civilian and change into a girl.
And actual, I think it's interesting, it's somehow transexual.

Actually, like I said, Sailormoon is not very popular in france, the DVD of the old anime only made 4500 sales for the season one and less than 4000 for the other.

Crystal season one sales made less than 1000 sales

It can be debated about what gender pronouns Haruka identifies with, but Haruka is not physically changing between being a boy and a girl in Crystal as we see Haruka dressing in more feminine attire in her civilian form later in season three and also indicted by the body lines in her transformation scene.

Well, Naoko, established that Haruka identifies as female much like the Starlights do.

Haruka just happens to be more gender fluid with her attire. Since Naoko loves fashion magazines, it is possible that she was influenced by the aesthetics of Yves Saint Laurent: he dressed women in suits.

The Starlights were also female and they just were pretending to be men. I don't know what was Naoko's reaction to TOEI changing the gender of the Starlights, but she did say that she was "surprised." Whether being "surprised" means a good thing or a bad thing, it is up to debate.

I know naoko comment, but it's for the manga, not for Crystal (who already made some changes in the manga) The anime staff of Crystal could have tried some thing.
The way sailormoon crystal showed Haruka give me the feeling her genre change when she transform

Crystal depicted Haruka in a very manly way and refrained from showing any femininity, but we know that she is female.

If you're suggesting Haruka transformed and then put on a skirt, I don't understand this argument and there is no basis in the show for this. I'm not going to Google every scene of Haruka in a skirt in a Crystal to prove it when she clearly does wear one multiple times.

When Usagi chased after her she was wearing this black mini dress. In Crystal Haruka wore female attire multiple times, but she never d in the old show, so it is not Crystal depicting her mainly. In Crystal she has boobs, in the old anime.... who knows.

As French too, I think the official reason for Canal J not ordering the 3th season is probably because the licence was too expensive. The audience excuse is ridiculous, canal j is a satellite/cable channel with ridiculous ratings anyway. Actually I’m not even sure that ratings is calculated for them...
The “lesbian” issue could be a reason too. Even if France is largely progressive, Japanese animation has still very bad reputation from the 90’s where the country where living with the show “Club Dorothée” which was airing unadapted anime for young audience.... still this show is still one of the major reason than France is still the second country in the world selling so much manga and anime DVD... even if we don’t aired anymore anime on national tv...
To be fair France was also the second country in the world to air Sailor Moon so I’ll never blamed “Club Dorothée” for it...
But Sailor Moon S was largely censured, the lesbian thing was still here (like between Zoizite and Kunzite) but the dialogue were changed as much as they could and Haruka was given a male actor when she was in civil form even if they clearly let the fact that she was a girl. She was given also the name “Frederic” who can be used for a girl but also for a man...Actually it was the same actor than Mamoru who dubbed her in a civil form.. Which was horrible... because he has a very old and boring voice... The Supers season was also very difficult to follow because of the end of Club Dorothée only half of the season were actually aired on national TV ... the rest came long after on VHS, DVD... Stars got officially dubbed only 2 or 3 years ago and that was even worst than what they did in the 90’s...
