Some people over at the Blu-ray forums including @flash over is claiming Toei upscale since it doesn't have any of the ghosting Viz's upscale for this season had.
Did you check the video here or on their Facebook? Not sure why but the embed here isn't showing quality options while it is there up to 1080p.

Yes, this is not Toei upscale. I am absolutely sure. Which episode is that scene at the begining from? Anyway I found a scene that shows clearly this is not the Toei Upscale. Compare it to the one on the trailer. Even if they fixed the ghosting, the image is still blurrier and the terrible oversaturation is still there on their upscale.

The new discs are a nice surprise. I didn’t buy the initial VIZ release because of the questionable transfer and odd choice to change the episode structure (placing the opening theme before Usagi’s monologue/intro). But if this new release is using a cleaner transfer, I’ll probably pick up a set.
Bummer for the fans who bought the initial releases though, given how expensive they were compared to the price of the new full season sets.

No big deal here, while I threw out the boxes already for space (and the old discs and covers will be joining them when I get my copies), I'm keeping the booklets, cards & coins along with the cases for spares. The only thing I'll miss is the disc art, menus and whatever gets cut from the galleries but those are minor issues.
Now to wonder even more if they'll do the same for Crystal.

I saw this and just about screamed I am hoping this is an indication that they retranslated the opening. That original translation was so bad, I dont care if the original lyricist translated it, it was awkward clunky and only like 3 lines were translated well

Not surprised considering those lyrics carried over to the musicals that got subbed.
