the last panel of Galaxia in the Manga as well as of the Anime of Usagi and Galaxia in the Episode 200 resembles the final scene of Utena and Anthy in RGU.

I will document influences of Sailor Moon in Utena.

I think Galaxia is more likely paralleled to Akio. Who once was a hero but went corrupted by the "adults' world".

Neither of it was handled well. Chaos Galaxia was too evil that she killed all other senshi. Usagi should have defeated her THEN redeem her. There was NO plot to let the audience feel relieved after she had killed all the senshi.

Akio should have been shocked by Utena's action that she was able to use the power he had long lost, finding his good heart back, then sacrificed himself to save himself to save the world. I feel that he was made into more of a symbol than a human being.

The pacing and the poses parallel each other, not the themes.

In my opinion, in the Manga! Galaxia is similar to Homura of Madoka Magica but one of her plans she never used in the Manga is to turn her into a Chaos incarnate complimenting Cosmos/Moon which she might have wanted for the Anime which I think is interesting because that would have made Sailor Moon ahead of it times.

Manga Galaxia was a fine villain with actual characterization unlike most of the manga villains. Her ending was fitting, too.

I once had a huge argument with others about Akio's character, I think redeeming him would burst up Utena's strength and Anthy's sacrifice to protect him. Which is why I like Sailor Moon anime, which most of the characters were treated as human beings. Ikuhara treated Akio like he treated Nehellenia in SuperS, more of a symbol rather than a character.

The theme of the manga of Stars and what Naoko wanted to impart is oneness, duality and female empowerment, while the anime of Sailor Stars focuses is on maturity and growth although it had sexist themes by having Sailor Moon lose her transformation at the end of Stars anime.

Actually, Galaxia and Chaos is like Homura of PMMM in the manga, and Usagi/Cosmos is like Madoka.

I don't see it. The touching hands are a cliché quite popular in anime.
I just find the atmosphere similar.
Galaxia was a foil to Usagi in Stars and I prefer her being shipped to Usagi rather than Seiya due to that.

Obviously there's parallels as I'm pretty sure I read somewhere that Utena & Anthy were based around Haruka & Michiru and what Ikuhara always wanted to do with these two characters. Correct me if I'm wrong but didn't Utena as a series concept only even come about due to Ikuhara's scrapped SuperS movie idea which was supposed to be entirely HaruMichi based focused around the theme of "The End of the World?"

Utena Manga and Sailor V Manga
Both Minako and Utena were with men that don't resonate with them.

But the Mangaka (Chiho Saito) I think also drawn inspiration from Sailor Moon and Sailor V manga herself as well.

as a fan of both I can say a lot of Utena reminds me of SM and vice versa

yeah I get that vibe from Madoka Magica too
Galaxia in the manga is like Homura prior to the rebellion movie.
