In the case, only Mercury and Jupiter are present in a battle, who is the 4th in line for the leader role?
Put them into a situation where they have to make a choice, not where they would fight a monster (otherwise they would most likely just cooperate as brain as muscle).

I imagine the hierarchy in terms of leadership in the team goes something like this.

In the manga & PGSM

1. Sailor Moon
2. Sailor Venus
3. Sailor Mars
4. Sailor Jupiter
5. Sailor Mercury

In the '90s anime

1. Sailor Moon
2. Sailor Mars
3. Sailor Jupiter
4. Sailor Venus
5. Sailor Mercury

I never saw it as a straight up heirarchy with a rigid ranking system In the manga Venus was the leader of the four but she still defaulted to Moon as their princess.

In the 90s anime Moon was explicitly the leader and it seemed Mars and Venus alternated between which one took the lead in her absence.

Sailor Venus is the leader and Sailor Mars is the second in command in the 90s anime as well.

I don't believe there was really a leadership position in the 90s anime. Other than giving transformation calls here and then, Moon and Venus didn't really act as coordinators for the team. The only instance I remember of actual leadership is Venus ordering everyone to attack the flower monsters and asking Moon to use Princess Halation in the R movie.

I would say Mercury as I believe usually a leader has strategic elements to them.

When I saw the original anime at first, I thought Mars was the leader of the four, but that's because I was accustomed to Power Rangers/Super Sentai, where the Reds are always leader (sans Tsuruhime/Ninja White from Kakuranger).

While in the anime Venus hasn't been explicitly said to be the leader, she was stated so in its various publications back then. :)

To be honest, I would think Mercury since she's more logical and there's no risk she would make rushed and dangerous decisions, but at the same time, Makoto was conceived to be the leader of all the inner by Naoko, back when she was still Mamoru Chino. (correct me if I'm wrong, my memory on the matter isn't the best)

She was just a leader of a gang, not of the Inners.

And you know this, how?
Because in some supplementary 90s anime books Sailor Venus is described as the leader and Sailor Mars in second command. No 90s anime materials book describes Sailor Mars as the leader and Sailor Jupiter second in command. Besides Sailor Venus acts like the leader many times in the 90s anime as does Sailor Mars. Sailor Jupiter really dosen't.
