Since Toonmakers/Renaissance Atlantic was trying to create something based on Toei and Kodansha’s IP they likely had to give Toei and/or Kodansha those materials and in turn Toei give them to DiC once DiC acquired the license. I don’t think its mysterious. DiC liked the concepts and ended up using them for their dub.
A somewhat similar thing happened to the original Dragon Ball. Back when Harmony Gold had licensed the anime they dubbed the first 5 episodes plus the first and third movie combined as a single tv movies with completely new names for the characters. When Funimation got the license in the mid 90s they started out using the same names as Harmony Gold
Before deciding to stick closer to the Japanese name but even after that they still kept the names Master Roshi, Power Pole, and Nimbus Cloud from Harmony Gold. And the first 5 episodes of Funimation’s dub for Dragon Ball (both the old 95 version and the 2001 redub for Cartoon Network) used a lot of the same dialog as the Harmony Gold dub of those episodes as well as nearly the exact same episode titles.
