It can be any minor character. It can be either members of Usagi's family, Rei's family, Naru, Umino or anybody else. They can range from either becoming a henchmen to any of the official villains, a henchmen of any other minor character you want to see evil or even have "dark lord" styled roles like Beryl or Wiseman or whatever.

Personally, I would love to see Yuuichirou Kumada become the next "dark lord" villain. His hair style even looks like your typical dark lord and he even looks like your typical final boss too. I could maybe see him as somebody like Sauron from LotR or Miraak from Skyrim. For a henchman? I could say Naru as a possible lesser villain. Something about her makes me think that.

Sammy Tsukino-Doom Phantom somehow survived and Wiseman goes after Serena’s brother reminding him of the time she broke his favorite toy when they were younger. Now he’s Wicked Gentleman

Serena’s DUFF- forget about her will you, Serena?

Saffron-After breaking away from bubblegum music to start doing dramatic television work and more adult roles against the wishes of her agent she starts losing her grip on reality.

Naru - With similar circumstances to what led to Ami becoming Dark Mercury in PGSM.

I have to go with everyone else in the thread and say Yuuichirou and Naru.

If I were to remake the series, Yuuichirou would be a human-turned-monster-of-the-day, but one they could not heal conventionally. He'd be able to regain human form on his own.

With Naru, I could see two routes. My more recent idea is that she is a Youma, or at least part Youma. This would mean that, yes, Naru's mother is actually a Youma, too, specifically Morga. Instead of Morga possessing, replacing, or being transformed from Ms. Osaka, it would be revealed that Ms. Osaka was the monster all along.

My really old, and much worse, idea was that Naru would actually be Beryl's daughter. To reconcile this with the whole idea of Beryl being in love with Endymion, I would handwave it as her succumbing to her jealousy and pledging loyalty to Metalia only after years of being rejected, and that she was semi-forced into a marriage with an influential figure she didn't love since Endymion was taken. She'd have Naru's previous incarnation as a daughter, only for that daughter to die in the attack on the Moon, and ironically becoming Usagi's best friend in the present.

EDIT: SELF, STOP WRITING POSTS SO LATE AT NIGHT.

It would be interesting to see Yuichiro turning evil and becoming a main villain too.
But just temporarily, of course. And only because out of jealousy and the fear that :rei: could be lost for him forever. Eventually, they'd be able to snap him out of it/turn him back at the end of the Episode (as always), and she would ensure him that she still, er, likes him (She's too stubborn for the other L-Word) ;)

Yeah I agree and Yuichiro being jealous is a good reason for him becoming evil since Rei is the only girl he wants to be with romantically.

I could easily see Naru turning evil if Nephrite manipulated her affections enough that she was actually convinced to join him and became the newest member of the Dark Kingdom. Maybe she’s the newly minted 5th Shittenou or actually gets turned into a Youma and it’s up to the Senshi to try and get her back?

I’m surprised Classic never went for this plotline, but I guess they felt it’d be too much of a repeat of the upcoming Evil Endymion arc which they probably already knew they’d be doing ahead of time.

Still, think how awesome it would be if both Naru and Mamoru were now Dark Kingdom members? How much higher the stakes would be raised in this scenario because now Usagi has not one but two incredibly important people to her that she’s desperate to get back? The girls would have to be even more cautious navigating doing battle because they’re now essentially holding two people hostage. If they wanted to mix it up so that Mamoru’s heel-face turn doesn’t feel so “been there, done that” they could go with the angle that while Mamoru was obviously brainwashed into submitting to Beryl’s will, Naru on the other hand willingly joined the Dark Kingdom in an attempt to help Nephrite because she was too far gone in her infatuation with him and now the Senshi are dealing with not only two hostages, but two very different types of hostages: One forcibly brainwashed, the other there of their own free will, and both require different strategies in order to get them back.

An evil Naru sounds like a fun concept for a fan fiction. You're right in saying the stakes would be higher, I mean, Usagi's love for her muggle best friend is as powerful as her love for Mamoru.

I think it would be interesting if Naru was evil all along. What if she was a plant by Queen Beryl, similar to Mio, who was looking for Serenity, whom she knew had been reborn in Tokyo, but for a long time didn't suspect that Usagi was either Sailor Moon or Serenity.
She would work along with Jadeite and the others to gather energy for Metalia, meanwhile hatching her own plots to find which girl was the reborn princess and later the identities of the Sailor Senshi.
Over time, Usagi's kindness would begin to affect her and maybe she'd become her own entity and either break free completely or die when Beryl cuts her off.

Alternatively, it could even be that Beryl had been reborn as Naru and was struggling with her past but also loyal to Metalia. While Naru was in the Dark Kingdom she could either transform into the mature Beryl or maybe even stay her own age, depending.
In this version, I could imagine her finally breaking free from Metalia and during the final battle even be revealed to be the sixth Sailor Senshi who protects the Earth but sacrifices herself to save Usagi after realizing she doesn't have to be who she was in the past.
Her final words to Usagi could be empowering, telling her to not allow the past to dictate her present and to make her own happiness going forward, not for the long-dead Silver Millenium.

I have had the exact same idea about Naru being Beryl ever since I watched PGSM, but staying evil. The evil best friend like the end of
Spoiler: show
Vampire Princess Miyu
But a real plot twist would have been Luna being Beryl :D They did share a voice in the OG

Plus it’s suspicious Naru is somehow always getting attacked by Youma in Classic, what if that isn’t such a coincidence either and the Youma are just naturally drawn to her Beryl-like energy?
This can go even deeper!
What if those were always plots to trap Sailor Moon.
...
And then she kills Zoisite for murdering Nephrite!
