Again arc=/= season.

If they actually treated Black Moon as season 2 sure. But they didn’t. Dark Kingdom and Black Moon was treated as one 26 episode series that was announced in the beginning and then when the series was announced to adapt Infinity they randomly decided to call Infinity season 3.
And what exactly constitutes a season for you? Sailor Moon Crystal was originally announced as a 26-episode project but nowhere was it announced that it wasn’t comprised of 2 seasons. And as far as anime is concerned, there doesn’t necessarily need to be a gap between seasons to designate a change in seasons. If you look at series like InuYasha or Naruto, there’s no rhyme or reason where they decided to break up the seasons. Sailor Moon Crystal was picked up as a 26-episode project comprised of 2 seasons. Then after seeing the reception, production decided to retool the project and order another season for the series. It’s as simple as that.

And as far as “nothing from the Makai tree arc carries over to the Black Moon arc,” that’s false. Sailor Moon got her R transformation upgrade during the Makai Tree arc. Same with Nehelenia’s revenge arc.

And even if they never intended the first 26 episodes to be split into 2 seasons originally, there’s no problem with them changing that decision later on. It’s completely chill.

Except not. It was picked up as a single 26-episode series to adapt the first two arcs of the manga and then got an additional 13 episodes later on to adapt Infinity.

Nothing in the Makai Tree STORY carries over from the Black Moon arc. As your argument is the Makai Tree arc built up to the Black Moon arc which is blatantly false. They’re tied by Moon Crystal Power Make-up and Moon Princess Halation being Moon’s primary transformation and attack but they’re still two completely independent story arcs sharing the same series.

And what about the rest of my argument?

Sailor Moon Crystal was originally announced as a series comprised of 26 episodes adapting the first 2 story arcs of the manga, but nowhere did they explicitly say it was one season or two seasons. In fact, the only place where they alluded to it is when the Black Moon arc was released and they called it phase 2.

At the end of the day, usually anime is separated into completely arbitrary seasons. The entire InuYasha series was marketed as one series, with no breaks in between, and yet there are 7 seasons each split off at random episodes. Nobody really cares about Sailor Moon Crystal Season 3 because it makes sense to split the series into seasons based on arcs. And it’s what production has decided so there’s really no point in arguing over semantics.

Did you watched Crystal when it was released? I don't think you remember clearly, since it was NEVER announced as a 26 episode season.
We (fans) knew it was going to last 26 episodes because of Toei France, they accidentally published something where it says 26 episodes, but we never knew.
In november 2014 it was announced new voices joining the series and a new poster was released (a new season maybe?) They never specifically said Season 2, but we all knew it was a change, even Crunchyroll changed the poster for the series. So, if you don't want to believe, it's your choice, but that doesn't make it not Season 2 for Toei.

I remember very clearly that part.
After that, people made their estimation after the BD announcement, when they saw the series of 13 charms and 2 episodes each disc.
