Why Sailor Moon doesn't have "Alpha Bitch" character?

The answer to this is very simple: Naoko Takeuchi did not write a corresponding character.

I don't think the show would have benefited from a bitch character either. They're usually the easy-to-hate sluts like Bonnie Rockwaller in Kim Possible or Libby in Sabrina, and Sailor Moon just didn't have the appropriate focus on slice-of-life to accommodate such a character.
The power structure would not be right anyway, since it quickly becomes apparent that Usagi is a princess and a bourgeois alpha bitch can't keep up. As a princess, you're just at the top of the social ladder.

Yeah I don't like such type unless they are fully expanded, Rei somehow played part of the role though.

Sonoko Ijuuin might be the closest to this trope, but she is overall a good girl.

To be fair, there really isn't anyone REALLY alpha in Sailor Moon.
I mean, Rei is kinda off and on for awhile, but kinda dwindles after R. Haruka was, until they found the talisman. Yaten almost had it, but that dropped like a rock. A few of the villains kinda do, but they whimper out really quick and/or easy.
Hard to say on Galaxia, since it's like...is it her, or Chaos. Guess that's up for interpretation.

There aren't any alpha bitches in SM, aside from some of the villainesses.

Rei definitly doesn't go far enough to count as an Alphabitch. What is extremely typical of this archetype for an example is that they strive extremely hard for social "acceptance", but actually aim at envy and resentment in order to push their own ego. A very good example from a recent cartoon would be Boscha from The Owlhouse. They are the female version of Draco Malfoy: everybody hates them, for a reason.
