Naoko Takeuchi has ideas specifically for the Anime and she never intended to put in the Manga, so the Crystal version of Stars might be different.
The rejected ideas and plot of Naoko Takeuchi for Neherenia Arc/Super S and Stars which were never part of the Manga

So what we see here is that
-Wrist bands for Eternal Senshi starting in Neherenia Arc/Super S finale - that happened in the Eternal Movies already.

So this is what we might see in the Stars/Starlights/Galaxia arc remake which is Naoko's plot for the Anime.
-Galaxia is completely evil and a form of Chaos in the Anime and becomes Sailor Chaos and she is the foe of Sailor Cosmos/NQS that she is destined to fight.
-A possible showdown between Galaxia/Chaos and Cosmos.

I think this is all pure speculation. We can see that Crysternal is making less and less deviations as it progresses. As much as I dislike Stars in both the 90s and manga, I am pretty sure it is obvious no changes will be made.

Naoko has different ideas for the Anime and Manga, it would be interesting to read the Materials collection whose ideas might be used for Crystal in the future, she used the Shitenou/Senshi subplot in the Crystal so we will see more of the original plans of Naoko Takeuchi for the anime which she never planned for the Manga in the future.

I can see the remake of Stars being at least slightly different from the manga due to her having plans for the Anime(which she never planned for the manga) being rejected in the 90s.

She didn't. Sakai did. Naoko was not credited as supervisor for Crystal till eternal. Please do not state such stuff as facts.

But the Wrist bands/Wrist Ribbons for the Eternal Senshi were not even in the manga, that was her own idea for the Anime that was rejected in the 90s anime that makes Stars possibly slightly different in Crystal form.

We wanted ESM and the rest of the eternal senshi to have a simpler design of the Manga and pink brooch of ESM but it never happened.

I just seemed to have read something about the involvement of Naoko in Crystal.

New things came from she. The Guardians' Relationship with the Shitenno.

And also that she validated the scenarios. Because the writers said in an interview that they wanted to put in mythology (stories related to the past with Queen Serenity), but this was refused. So refused by Naoko.

Even though she is not credited, she was acting in the shadows. The deal was there, between Naoko / Toei.

And if she's only credited now, maybe it's related to the unpopularity of Sailor Moon Crystal, that she wants to deal with everything and not get bad reviews anymore.

After all, is it a choice of Naoko, or Toei, for Tadano's return? We do not know. If so, it was she who wanted his return ? After all, she was very close to Tadano at the time.

She has ideas for the anime that never got animated for all of the Seasons and her ideas for the first three seasons are unpopular.

I think we might be getting the Sailor Stars that Naoko wants us to see decades ago at least partially on the Eternal Movies and the Stars remake.

What did she want for the 3 seasons?

I think people read too much in this wristband thing. It may be a design error honestly and not something that was asked by Naoko. They don’t even manage to make eternal forms chokers consistent (round form in the main poster and V form in other illustrations), so I wouldn’t reject the fact this wristband for all guardians is nothing more than an error.

And your proof that it came from Naoko, and not the director or kodansha?
The choice of Kodansha has no real impact on the anime (Publishing house). The work belongs to Naoko Takeuchi above all. Hence why, PNP is credited everywhere and then Toei.

Look for the interview and you will have your answer.

The screenwriter says so.
"We must comply with the manga, one act = episode."
He wanted to add elements on the relationship between the guardians & Shitenno, but impossible because of the clause.

The Wrist band/ribbon is included in her eternal upgrade design for the Sailor Stars anime, her comments for the illustrations of the last two chapters of the dream arc hints at this, she had other ideas for Sailor Stars that got rejected as well.

The only deviation from the manga we’ve seen so far was Beryl’s death—I suspect because the scene from the manga felt too grisly.

I stand by my point that the senshi x shitennou pairings is canon—see the last panels of the final chapter from the “Sailor V” manga.

Indeed.
But the Wrist Ribbons/Wristbands were her plan for the Eternal Senshi for the 90s Sailor Stars Anime which was rejected by TOEI.

I have never heard of—or perhaps seen—these wrist ribbons—are they in the manga, is there an image? Can you post one?

I assume TOEI rejected them for the same reason it rejected Venus and Jupiter’s belts (simplify and standardize the uniforms, so they are easy to animate).

As much as I love the manga, I personally am not fond of the senshi in their Eternal forms, with the exception of Sailor Moon. Too much detail.

one of the title image here with all of the Sailor Senshi
Sailor Moon in Nakayoshi February 1996 – Miss Dream

According to the Artbook IV
“The nine soldiers here are all drawn in ink of their respective colors. They were then thinly colored in marker. Sailor Moon’s lines are in .05 milli black pigment. In almost all the monochrome and color manuscripts, this .05 milli black pigment was used. The nine new costumes were certainly used in the anime ♡.

That was Naoko's plan for the Anime not the Manga.

Isn’t it just some Takeuchi’s inconsistency ? Because her comment is wrong since these designs were never in the anime, and those wristbands are not even in the manga or in other color illustrations of the artbook (the one some page earlier for instance). It seems to me she draw them first in some color illustrations and then forgot to use them or choose to suppress them later.
