Correct me if I'm wrong, but wasn't the whole idea of the Moonlight Knight that he was the manifestation of Mamoru's love of and need to protect Usagi? Because he hadn't regained his memories yet and thus couldn't transform into Tuxedo Mask, he unconsciously created this avatar to step in and keep Usagi safe?
Then why didn't he show up in Stars? Yeah, Mamoru was dead, but his star seed - his soul, essentially - still existed. A part of him still remained that could have willed the Moonlight Knight back into existence. Surely a little thing like corporeal death shouldn't be enough to get in the way of the Miracle Romance™.
I think including the Moonlight Knight would have been a fun, interesting throwback to an earlier season. It would have added another layer of mystery to why Usagi hadn't heard back from Mamoru. And since the MK is the product of love, it's something Chaos wouldn't understand and have expected, and its confusion vs the real Galaxia's understanding of love, would have perhaps triggered the start of Chaos losing its control over her and Galaxia breaking free.
(And hopefully it would have spared us the Seiya/Usagi drama. Sorry to everyone who ships them!)
