One could argue that getting rid of the sailor collar makes this version more appropriate, since sailor fuku are generally only worn by kids at school or cosplayers. (I know it's a core element of senshi outfits in the universe, work with me)
I think that is where Fushigi Yuugi is a better franchise than Sailor Moon in the Miko of FY and the Senshi of SM.

I don't understand the criticism either. As you've said, the skirt is the same length as always, a lot of other Sailors wear heels, and Neo Queen Serenity has her shoulders bare too.

I get people not loving them for being too ornate or cluttered for their taste, but not for being too sexy. Personally, I find all of Fukano's proposed designs much more elegant, chic, and mature than Etenal's final look.
I'd say the only design I'm not a fan of is TYPE 1.
It feels too Precure-ish for me, lengthen the skirt and she could pass for a relative of Milky Rose for me :P

I think it would have worked really well in an exclusive form for the stage plays back then. It just feels 'unfinished' to me, like an 'in-between' form to something even grander.

Putting ESM or even NQS in this outfit seems *less* pervy in a sense, as the normal ESM fuku maintains the core "this is themed off a kid's outfit" elements while changing the leotard part to a super thin form-showing material.
The idea does seem to be that it's Neo Queen Serenity's Sailor form.

Which again, makes more sense compared to Sailor Cosmos' whose design if you really look into it, is basic at best.
A simple short dress with a cape. The several wings are distracting, the sun motif is unrelated...
Aside from the mysticism of Sailor Cosmos' character, her design is quite bland.
Even her scepter is pretty much whatever, it always made me think of an owl which could have been a reference to Minerva's owl which symbolized wisdom, knowledge and perspicacity.
There's also this tidbit:
The nineteenth-century idealist philosopher G.W.F. Hegel noted that "the owl of Minerva spreads its wings only with the falling of the dusk" - meaning that philosophy comes to understand a way of life just as it passes away.
Which would fit Cosmos' character arc but this is Naoko, and it's too much brain power for her.

Fukano has said Sailor Moon fans have been sending him hate on Twitter over his Eternal prototypes. What's wrong with these people?

Must be the same people who adulated for decades the horrible Eternal fuku for all the girls because 'it's like that in the mangassssss'

Like all of these Naoko fans wished Takeuchi had 1/10th of Fukano's character/prop design skills

I reckon they think exactly the same every time they see the Starlights, some Animamates, some of the villains and monsters of the week appear on the screen. They even surely think Wedding Peach is also ' porny '.

Sailor Cosmos is porny as well, but..... that character is created by Naoko, so it's the best DEMURE CHARACTER EVER!!!!!!!!!!!!!
Regardless of the particular skirt design,

Pantyshots = Porn

As Sailor Moon has (many) pantyshots, therefore,

Sailor Moon = Porn

(Now I understand why this site, a Sailor Moon site, had been blocked in my system environment for "pornography" )

It's funny you mention the plainness. I was just thinking about SC's design. I wonder if Naoko got sick of her own Eternal designs by that point, lol. The lack of gloves, simple heels, standard collar, and even a lack of definition on the dress (I'm not sure it's even a leotard anymore) is such a stark contrast to how overloaded ESM in particular got with accessories and thingamabobs. Even the yellow shoulder caps are like a return to the very early SM prototypes.

^ Good. :)

That's why I always like SC's design - simplicity itself can be a good design feature.

Have you noticed her sceptre looks like a celestial version of Zircon? :P
