I'd say the only design I'm not a fan of is TYPE 1.
It feels too Precure-ish for me, lengthen the skirt and she could pass for a relative of Milky Rose for me
I think it would have worked really well in an exclusive form for the stage plays back then. It just feels 'unfinished' to me, like an 'in-between' form to something even grander.
The idea does seem to be that it's Neo Queen Serenity's Sailor form.
Which again, makes more sense compared to Sailor Cosmos' whose design if you really look into it,
is basic at best.
A simple short dress with a cape. The several wings are distracting, the sun motif is unrelated...
Aside from the mysticism of Sailor Cosmos' character, her design is quite bland.
Even her scepter is pretty much whatever, it always made me think of an owl which could have been a reference to Minerva's owl which symbolized wisdom, knowledge and perspicacity.
There's also this tidbit:
The nineteenth-century idealist philosopher G.W.F. Hegel noted that "the owl of Minerva spreads its wings only with the falling of the dusk" - meaning that philosophy comes to understand a way of life just as it passes away.
Which would fit Cosmos' character arc but this is Naoko, and it's too much brain power for her.
Must be the same people who adulated for decades the horrible Eternal fuku for all the girls because
'it's like that in the mangassssss'
Like all of these Naoko fans wished Takeuchi had 1/10th of Fukano's character/prop design skills
