Additionally, not pictured, I have a larger Sailor Moon plush from some weird company a decade ago, and an old Bandai Naru Osaka / Molly Baker figurine, which I'm pretty sure are packed up stuff from a move I think and will eventually join the collection proper.
To find this stuff, basically I search on sites for "Sailor" + character name, so things like "Sailor Naru", "Sailor Molly", etc. Most of it basically comes from ebay, Etsy, redbubble / teepublic, or the few custom items from SetsunaKou. For a lot of the smaller pin shops, I found out about them here:

You might notice a lot of it is fandmade items and bootleg items- these both tend to be a lot cheaper (and, when it's fanmade, it also feels good to buy from smaller sellers). By far the most expensive items were the SuperS Petit Chara set, the Black Moon petit Chara set , and the Shitennou TsumTsum plushes- no bootlegs of any of those seem to exist, and they generally get scalped on ebay (usually for higher prices than that). Or in the case of the Shitennou TsumTsum plushes, they barely show up at all, and I had to search over and over to find one listing (which I promptly bought).
In contrast, the bootleg Dark Kingdom Petit Chara set was cheap (about $30) and easy to find, as are the Ice Cream Outer Senshi and the Inner Senshi / Tuxedo Mask petit charas. And as mentioned, the Figural bag clips are going for pretty cheap right now on ebay at like $8-$16 apiece for most characters. As for Etsy pins, those tend to fall somewhere between $8 and $25 depending on the pin, though the nice chocolate parfait pin cost a bit more since it's larger and double-layered.
To save money, I
try not to buy anything for over $100 (no World Uniform Naru Osaka for me, because that's one of the most overpriced scalper items in the the franchise at this point (I've seen it for like $400-$700... for an item was released for $45 originally). I did cave eventually on the SuperS Petit Chara set at about $110, because usually it costs $200 or more! Argh). I also try not to buy
lots of merch of the Inners and Outers, since there's like a million products for them all the time, and that way lies madness.
It's simpler when your favorite senshi is Naru.
For what it's worth, I also don't have any subscription services (TV, MMOs, etc) and I buy very few video games (and mostly indie games when I do; I don't have any current-generation consoles), so that helps financially, too.
I also don't collect cels because, not only are those super expensive most of the time, I also don't trust myself to take good care of them as historical relics- as it is I feel like I should probably get a better case and safer arrangement for what I do own, and I'm not sure it's super great to be propping up the pins (or Petit Chara Haruka and Michiru, whose stands were broken) on blue poster putty (visible in some of the shots- Haruka and Michiru's broken stand for instance). It comes right off, but over time it might mess with things, I'm not sure. I know not to leave anything in direct sunlight at least, though there is a fair bit of
indirect sunlight.

But yeah, I've managed to represent almost every major character in some form at this point, and while I think I went a bit overboard for a while after not being able to afford it for most of my 20s, I don't think I'll be collecting a whole lot more- I need to be careful with my money, and I think this is a pretty good amount already!- but I suppose we'll see. Especially if they finally release some official Animamates merch when the next Eternal movie(s) release... or if I find some really nice stuff for Profesesor Tomoe. Speaking of which, I do have one more item coming eventually...
