Japanese people are very petite by default. Usagi is 1.50 meters, so a size six in her would certainly be in the chubby range. I'm about 1.75 and when I was a size six (I'm now a ten) I was very thin. Haruka is probably a size six as well; she's about as tall as me so it would make sense for her.
