Was the logo redesigned post-Crystal because of legal reasons, or did they just want something that looked nicer?

Also, is it true that Toon Makers designed the old logo? I know that they are credited with inspiring the "moon cycle" toys.

There would be no way that Toon Makers designed the old logo. They never had the licensing rights for Sailor Moon. Just wondering, where did you hear that? I’ve never heard it before.
But they did create a logo for early promotion material when pitching the concept to Saban/Fox Kids. The same logo DiC and later Cloverway would use

Seen here at the end of the music video/concept pitch :

The current logo was made in around 2010, long before Crystal was a thing, when Italy got the 90s show back. Same goes for Marco's designs, they were specifically done for Italy's DVD releases and merchandise (including that crappy Nintendo DS game they had) and then was reused everywhere else.

As for the old 90s logo, no idea but didn't some parts of Europe use that before the US?

It was used in parts of Europe but I don't know if that was before or after the US did. It's possible it's a logo Toei/Bandai had created for the international market and Toon Maker just happened to use it first in their proof of concept.

"#1 in France, Italy, Spain, [British] Hong Kong and Japan, and now she's sailing to the USA!"

I assume that means that Europe was airing the show first.
