The English dub is fine and both Japanese & Song/Sign subs can be turned off through the menu's audio options.

It's the Japanese version with this locked sub issue since there is no other options for that one.

I'm still a little confused. Isn't it all still the same video track, though? Like, would switching between audio tracks during the featuring presentation suddenly automatically switch on and off the subtitle track depending on which audio track is active?

It's the same video track but when you say, switch to Japanese from English with the subs turned off while the feature is playing, the Japanese subs will turn on at the same time and they can't be turned off unless you switch back into the English without subs option.
