There's also the bigger philosophical question of whether we're counting 'best' villain in terms of sympathy, effectiveness/scariness, or the ever-vague arbitrary coolness factor. Or just flat out going for a single choice "which one is your personal favorite when you consider all of those factors at once (knowing that the sort of person you are will determine whether you favor on the basis or sympatheticness or scariness since those sort of pull in opposite directions)".
I therefore reject your nonsensical poll by which I mean I voted for the Shitennou because my soul is contractually obligated to do so and substitute my own nonsensical listing system. These are all only talking about the '90s anime versions (the manga versions haven't left enough of an impression for me to really rate, except to point out what a ridiculous chump Nephrite was in that version).

Except maybe a few of the one-off randos who aren't really villains anyway, like Mamoru's sucky college 'friends' or that rich jerkish middle aged lady who yells at the cashier and waits for the guy with the soup or whatever. Yes, I like Rubeus and Badiane a lot more than those characters.

Why even have a poll when you limit the options to the primary villain of season 1, the miniboss team of season 1, the miniboss for the second half of season 2, the organization for as a whole for season 3, and the main baddie of season 5. Seems pretty random and without any rhyme or reason. Rubeus gets his own slot but not Demande or Emerald? No Ail/En? Or the 4 sisters? Or the Animates or Mistress 9 or Witches 5? This poll has me so lost

For me... In terms of whom I feel is the most villainous/evil? I'd have to say Wiseman/Death Phantom. He's the creepiest Big Bad in my opinion, and not even his goofy voice in Crystal could change my feelings about him. In terms of whom I feel is the most interesting? I'd say it's a tie between Queen Beryl (more so where the manga and the live action series are concerned) and the Four Sisters (where the 90s anime is concerned). I feel like their backstories and character arcs were really compelling and I felt the most for them out of all the villains in the series. (Unless you count Mnemosyne and Lethe as villains, which I don't really given their circumstances.) And as for whom I feel is simply the most entertaining? I'd have to give it to my hilarious, sassy mean girls Esmeraud and Mio Kuroki!

Galaxia, because I love her outfit the best. Yeah, I know it's a shallow reason, but hey, the Stars arc is terrible and she was one of the few saving graces.
